And para: (4) empowers the

Board of Trake to re-issue and return a certificate or to shorten the time of cancellation or - suspension. The use

of the words "decision"

and "determine" and the power

given to the Board of Trade to

revise a decision seem to

indicate that the suspension or cancellation of a certificate

is to rest with the Court, and make it doubtful whether the confirmation by the Governor is still necessary.
